Source: the Council of Higher Education's table of 100-point equivalents of 4-point grades, in force since 2008. It runs from 1.00 (30) to 4.00 (100) in steps of 0.01 and is linear: 100 minus 70/3 for every point below 4.00, cut to two decimals, so 3.99 is 99.76 and 3.50 is 88.33. The reverse direction is not part of the table; the 4-point result here inverts the same line and is marked approximate.
How the YÖK conversion works
Turkish universities grade on a 4.00 scale, while public appointments, graduate admissions, scholarships and many foreign institutions ask for a grade out of 100. Since 2008 the Council of Higher Education, YÖK, publishes one official table so that every institution converts the same way: 4.00 is 100, 3.50 is 88.33, 3.00 is 76.66, 2.00 is 53.33 and 1.00 is 30. Every hundredth of a point between those rows has its own entry. The table is linear, each 0.01 of GPA is worth 0.2333 points, and the printed values are cut rather than rounded, which is why 3.99 reads 99.76 and not 99.77. This page reproduces the table exactly and, for convenience, inverts it.

Where the table is used
ÖSYM's KPSS placements, DGS and graduate applications, academic staff appointments under YÖK's criteria and most scholarship schemes accept the YÖK table as the conversion of a 4-point transcript. Universities that grade on 100 points directly report that grade; the table is only for transcripts that carry no 100-point value. Graduates of a university with its own published table may be asked to use the university's table instead.
Landmark thresholds
A GPA of 2.00, the usual graduation minimum, is 53.33 on the YÖK scale; 2.50 is 65.00, 2.75 is 70.83 and 3.00 is 76.66. Many graduate programmes ask for at least 2.50 or 2.75, academic posts often 2.75 or 3.00, and a first-class honours equivalent of 85 corresponds to about 3.36.
The reverse direction
YÖK publishes only the 4-to-100 direction. Inverting the line gives a 4-point value for any 100-point grade, 85 for example to 3.36, but because the table cuts decimals several 4-point grades share one 100-point value, so the inverse can differ from a transcript by 0.01. Treat it as an estimate and quote the 4-point grade from the transcript where one exists.
Limits of this converter
The table starts at 1.00; lower GPAs have no entry. Institutions with their own conversion tables, and foreign universities, may convert differently. The YÖK table itself is the authority for Turkish public use.
