What happens when the number of players is not a power of two?

The bracket is padded up to the next power of two and the empty slots become byes. They are handed out one per match rather than dropped in at random, so two byes never meet and you never see a match with nobody in it. The match order is then shuffled again, so the byes do not all sit at the top.

Does the tool decide who wins?

No. Only the first round is drawn. After that you play the matches and click the winner, who moves into the next round. If you change an earlier pick, everything downstream of it is cleared, so the champion box never shows the winner of a match that was never played.

Can I use it for double elimination or group stages?

No, this is single elimination only: one loss and you are out. A double-elimination bracket needs a second losers' path with its own routing rules, and a group stage is a different structure entirely. For splitting people into groups, use the random team generator instead.

Where is my list of players stored?

In your own browser only, so the list survives a page reload. Nothing is sent to a server and no account is involved. Clearing the list, or your browser data, removes it for good.

The list is shuffled with a Fisher-Yates pass driven by your browser's cryptographic random source, and each index is drawn without the remainder bias a plain modulo would introduce. Nobody is seeded, so a top player can meet another top player in round one.
