How are the weekly and monthly candles built?

From the same daily candles. A weekly candle opens at the first day of the week, closes at the last, and takes the highest high and the lowest low in between. Weeks start on Monday in UTC, so the last one on the chart may still be running.

How often is the Ethereum history updated?

Every two hours. A day that has already closed never changes, so only the most recent candles are fetched again — the rest of the history stays exactly as it was recorded.
